He said that the “No Teacher, No School,” is a programme introduced by his government to correct imbalance in teacher distribution to Imo schools, recalling a situation in the past where some city schools were over populated with teachers and some rural schools haw no teachers, adding that his government had to engage 2,000 new teachers to take care of teacher shortage in schools.
Governor Okorocha noted that it was therefore an offence for any school to be without teachers, adding that school heads should report immediately if any of them lacked teachers.
Governor Okorocha thanked the teachers for their support, stressing that free education without the co-operation of the teachers would not be possible.
He assured the teachers that he would do his best to improve on their welfare, promising to build new teachers quarters within schools in the State, and said that excellent performance by teachers and schools would be rewarded with car gift, while warning that any teacher that rejects posting to any school in the state would be sacked.
The Governor said that apart from giving free education to Imo children, his government was making frantic effort to improve on the infrastructure in the education sector, promising to complete the 305 new school buildings of 12- class room block in each of 305 electoral wards before the end of June 2013. He pointed out that his administration has already completed the building of Imo College of Advance  Professional Studies, (ICAPS), the young Scientists College and the Owerri City School.
He commended President Goodluck Jonathan for approving the release of 470 containers of students’ materials including school uniforms, shoes, desks and other students’ needs, and assured those who have not received their own materials that they would soon get theirs.
The governor presented five new buses for effective monitoring and supervising of school and urged the newly appointed school inspectors to be diligent in their duty and ensure teacher discipline and quality service delivery in the schools.
Highlight of the occasion include march past by the teachers, cultural dances by students and the Omenimo dance troupe of the State Council of Arts and Culture (ISCAC).
